AFP reported that the dilemma between the United States and Europe in their trade divergence lies in "what concessions the European Union will make to satisfy the United States." Larry Kudrow, director of the White House National Economic Council, hinted last week that the EU could make enough to exchange for tariff exemptions as long as it makes concessions on expanding US auto imports.

Due to the lack of rationality in the United States levying tariffs on steel and aluminum products and the risk of economic and trade downturns, the EU seeks compensation for US appeals at the level of the World Trade Organization (WTO). The World Trade Organization had previously confirmed to the media that the EU had filed a consultation request with the WTO on the steel and aluminum tariffs imposed by the United States on April 16. According to WTO documents, the EU stated that although the United States claims that the recently implemented steel-aluminum tariff is a measure taken to safeguard national security interests, its essence is a safeguard measure.
